Apple Valley Man Charged with Felony Firearm Possession, Threats of Violence

APPLE VALLEY, MINNESOTA – A 48-year-old Apple Valley man is facing two felony counts following an incident involving a firearm on Sunday, November 3, 2024. The Dakota County Attorney's Office has filed the charges against Thomas Losie, who allegedly threatened his wife with a handgun, violating legal restrictions due to a prior felony conviction.

According to the criminal complaint from the Dakota County Attorney’s Office, the incident unfolded after Losie’s wife reported his erratic and aggressive behavior to the Apple Valley Police Department earlier that day. She stated that Losie, who has been experiencing insomnia and taking drugs for back pain, had been agitated that day and physically punched a mirror, injuring his hand. After briefly leaving the house, Losie’s wife returned to find him in a bedroom, allegedly brandishing a gun and threatening to shoot her if she entered again. Fearing for her safety, she immediately returned to the police station to update authorities.

Around 7:30 PM, Officers with the Apple Valley Police Department went to the residence and attempted to contact Losie. Although Losie did not respond initially, he eventually exited the home and was taken into custody around 8:45 PM without further incident. A search warrant executed on the property allegedly led to the discovery of a loaded 9mm Ruger handgun concealed under a couch cushion. Officers also allegedly found ammunition, drug paraphernalia, and prescription bottles linked to Losie throughout the residence.

Apple Valley Police were assisted at this incident by Lakeville Police, Mendota Heights Police, Eagan Police, South St Paul Police, West St Paul Police, and the Dakota County Sheriff’s Office. Some assisting agency officers might have been part of the SWAT Team that responded.

The criminal complaint outlines two felony charges against Losie: one count of Possession of a Firearm by an Ineligible Person due to a prior crime of violence and one count of Threats of Violence with Intent to Terrorize. The firearm possession charge carries a potential sentence of 5 to 15 years in prison and a fine ranging from $9,000 to $30,000. The threats of violence charge could result in up to 5 years in prison and a fine of $3,000 to $10,000. Losie is barred from firearm possession due to a previous felony conviction for third-degree assault dating back to 1995. As a result of the charges, his bail has been set at $150,000 without conditions or $50,000 with conditions. As of writing this article, bail has not been posted, so Losie remains at the Dakota County Jail.

This article provides an overview of the allegations against Losie, detailing the charges, evidence, and potential legal outcomes. The community is reminded that charges are allegations, and the defendants are presumed innocent until proven guilty in a court of law. Further updates on this case will depend on the progress of the legal proceedings.
