Dakota County Plans Traffic Signal and Safety Upgrades for County Road 42 and Biscayne Avenue Intersection Following Series of Accidents
ROSEMOUNT, MINNESOTA—Dakota County officials have announced plans to improve the intersection of County Road 42 and Biscayne Avenue, the site of several serious accidents in recent months. Responding to growing safety concerns voiced by residents and community leaders, the county is collaborating with the City of Rosemount and the local school district to implement both immediate and long-term measures.
Tyler Krage, Acting Traffic Engineer for Dakota County, confirmed that the intersection will undergo significant enhancements, including the installation of a traffic signal and geometric improvements to address visibility issues caused by the intersection's skewed layout. These upgrades are part of a broader initiative to ensure safety for all users in anticipation of increased traffic volume with the opening of a new middle school nearby.
According to Krage, the project timeline outlines the completion of construction by fall 2027, with design work, land acquisitions, and coordination efforts taking place in 2025 and 2026. In the interim, the county is evaluating short-term safety measures to reduce risks for drivers, cyclists, and pedestrians.
Community feedback has consistently highlighted the challenges of navigating the intersection, especially for drivers attempting to turn or cross. Many have called for immediate action to prevent further accidents and make the area safer for students, residents, and commuters.
