Apple Valley Man Charged with Threats of Violence and Assault on Officer

APPLE VALLEY, MINNESOTA - An Apple Valley man has been charged with felony threats of violence and gross misdemeanor assault on a peace officer following a domestic incident in the afternoon on February 23, 2025.

According to the criminal complaint from the Dakota County Attorney’s Office, Creighton Ray Russell, 21, was arrested after allegedly threatening a family member with a knife and assaulting an officer during his apprehension. Russell is charged with one count of felony threats of violence with intent to terrorize and one count of fourth-degree assault on a peace officer.

Incident Details

According to the court documents, at approximately 3:41 p.m. on February 23, officers from the Apple Valley Police Department responded to a residence in the 7200 block of 125th Street West in the Cedar Knolls mobile home park following a report of a domestic assault. Witnesses reported that Russell, who was allegedly intoxicated, was reported to have been chasing his mother with a knife and had also stabbed her vehicle. At one point, he allegedly held the knife to his own throat and made threats.

The criminal complaint states that upon police arrival, Russell had allegedly barricaded himself underneath the manufactured home, prying up floorboards in the bathroom to hide. Officers attempted negotiations, but Russell refused to surrender, shouting profanities and challenging officers to shoot him. After approximately two hours, officers were able to remove him from the crawl space and take him into custody. During the arrest, Russell reportedly kicked an officer in the face.

Legal Proceedings and Bail Conditions

Russell is being held at the Dakota County Jail, with bail set at $60,000 without conditions or $30,000 with conditions. This case is further complicated by Russell’s pending jury trial in Ramsey County on April 16, 2025, for a separate charge of domestic assault by strangulation. Court records indicate he was previously released on a $10,000 bond in that case without conditions. Dakota County Attorney’s Office emphasized the need for a high bail amount, citing the severity of Russell’s threats and his history of domestic-related offenses.

Russell is scheduled for his next court appearance in Dakota County in the coming weeks. If convicted, he faces up to five years in prison and a fine of up to $10,000 for the felony charge, along with additional penalties for the assault on the officer.
