Isanti Man Sentenced to Four Years for Eagan Burglaries

EAGAN, MINNESOTA – Leo Luis Williams, a 34-year-old resident of Isanti, Minnesota, was sentenced on July 9, 2024, to four years in prison for his involvement in a series of burglaries in Eagan, Minnesota. The sentence follows a guilty plea for second-degree burglary, a felony offense.

The charges stem from June 22 and June 23, 2022, incidents at two apartment complexes in Eagan, Minnesota. According to the criminal complaint from the Dakota County Attorney’s Office, law enforcement officers responded to a burglary call on the morning of June 23, 2022, at an apartment complex on Golfview Drive. It was reported that the property manager provided surveillance footage showing three male suspects breaking into the underground garage on June 22, 2022. The footage revealed that the suspects, including Williams, forced entry into the building and allowed a black pickup truck with Minnesota license plates 430XDW to enter. They subsequently stole property, including an air compressor valued at $1,500, and items from residential storage lockers.

The criminal complaint says that further investigation linked Williams to another burglary on June 23, 2022, at an apartment complex on Lexington Avenue. Surveillance footage from this incident captured Williams and a female accomplice, allegedly Angeline Jeanette Garcia, stealing packages and a bicycle valued at $250 from the building's front entry and underground garage.

According to the criminal complaint, on June 29, 2022, law enforcement officers conducted a traffic stop on the black pickup truck associated with the burglaries. The truck was occupied by Williams, Garcia, and Cory Michael Ciotta. The complaint states that body-worn camera footage from the traffic stop was later used to identify Williams and Ciotta as two suspects in the Golfview Drive burglary and Williams and Garcia in the Lexington Avenue burglary.

Williams faced two counts of second-degree burglary, with one charge resulting in a conviction and another dismissed following a guilty plea. The court ordered Williams to report to the Minnesota Correctional Facility in St. Cloud to serve a 48-month sentence, with credit for 156 days already served. According to court documents, the sentence includes a minimum term of imprisonment equal to two-thirds of the total executed sentence and a maximum supervised release term equal to one-third of the total executed sentence.

Additional Charges

Court records show that on July 9th, 2024, Williams also pleaded guilty to misdemeanor theft from an incident in South St Paul, Minnesota, on April 24, 2024, when he stole the master key from a postal lock box. He was sentenced to 90 days in Dakota County Jail with credit for 67 days already served.

On June 25th, 2024, court records also show that Williams pleaded guilty to two separate charges: Burglary in the 2nd Degree (Dwelling) and Burglary - 2nd Degree Building - Possession of Tools. The first was in connection to an incident in St Paul, Minnesota, when he stole items from the storage unit of an apartment complex in the 300 block of Cesar Chavez Street on February 20, 2024. The second was in connection to an incident on May 21, 2023, when Williams was seen in a secure mailroom at an apartment complex in St. Paul looking through packages. He was sentenced to 37 months for the first offense and 28 months for the second offense, which was to be served simultaneously. Both were stayed for three years (downward dispositional departure) if he could complete three years of probation. He was also given 364 days of local confinement at Ramsey County Correctional Facility for both charges, with credit for 63 days already served for the first and 105 days for the second offense.
