Fleeing Motorcyclist Charged After High-Speed Chase

EAGAN, MINNESOTA - On Monday, September 18, 2023, Eagan Police and Inver Grove Heights Officers came across a motorcycle traveling at a high-speed rate, a non-working rear light, and showing signs of impairment. When Officers attempted a traffic stop on the motorcycle, it fled Officers on two occasions at a high rate of speed.

It began around 6:50 PM when an Inver Grove Heights Officer reported a motorcycle failing to stop after seeing the driver show signs of impairment. The Officer attempted to initiate a stop by using his lights and siren, but the motorcycle fled. A chase ensued before it was eventually called off around 7 PM after Officers lost sight of the vehicle after it went into a neighborhood heading toward Eagan, Minnesota. A KOPS alert was put out for the motorcycle.

At around 8:30 PM, Eagan Officers observed a motorcycle traveling at a high rate of speed, with a broken taillight and driving erratically. The Officers attempted to initiate a traffic stop, but the motorcycle fled Police at a high rate of speed through an intersection. Officers quickly connected the motorcycle to the one that fled Inver Grove Heights early in the evening. Before fleeing, the motorcyclist reportedly attempted to hit the squad car. Assistance was requested from the Minnesota State Patrol Flight, and a K9 unit was called in from the Apple Valley Police Department in case the motorcyclist tried to flee on foot.

During the chase with Eagan Police, the motorcyclist reached speeds over 80 mph on city streets and swerved into traffic on multiple occasions, according to the criminal complaint. The driver eventually lost control when he tried to turn too quickly at slow speed, crashing the motorcycle in the middle of the road. The suspect fled on foot, and the Eagan Officer pursued the individual on foot. A Taser was deployed, and the suspect was apprehended. Medics were called to the scene due to the Taser being used. It is unknown if any other injuries were sustained to either the suspect or Officer.

The suspect was later identified as 43-year-old Marco Moore, who admitted to the Police that he had an active felony warrant for his arrest. As Officers spoke with Mr. Moore, they noticed multiple signs of impairment and obtained a search warrant for Moore's blood or urine. Officers advised Mr. Moore if he failed to comply with the warrant, that was a crime, but he still refused to comply with the blood or urine draw according to the criminal complaint. Mr. Moore has a previous DWI Third Degree (refusal) conviction within the last ten years.

Marco Moore has been charged with one Felony count of Fleeing a Peace Officer in a Motor Vehicle, which comes with a 0-3 year sentence plus one day and/or a fine of $1,500 - $5,000, and a Gross Misdemeanor 2nd Degree Driving While Impaired (Refusal/Blood or Urine) (Aggravating Factor) which comes with a 0-1 year sentence and/or a fine of $900 - $3,000.
