Long Police Standoff in Eagan Leads to Three Arrests in Multi-City Crime Spree

EAGAN, MINNESOTA—A lengthy police operation on Sunday, February 2, 2025, resulted in the arrest of three suspects linked to a series of vehicle thefts, fraud, and burglaries spanning Eagan, Shakopee, and Lakeville, Minnesota. The incident, which lasted from around 11:25 a.m. to around 6:45 p.m., culminated in a SWAT-led entry at a residence on Timbershore Lane in Eagan, Minnesota.

According to officials with the Eagan Police Department, the investigation began earlier that morning when Eagan officers responded to a reported vehicle theft from the 3500 block of Springwood Path in Eagan, Minnesota, at 8:43 a.m. Officers quickly connected the theft to an ongoing crime spree involving multiple jurisdictions, including Eagan, Shakopee, and Lakeville. Their efforts led them to a residence at 1228 Timbershore Lane, where they discovered a stolen vehicle.

At approximately 11:09 a.m., officers arrested Samuel Santiago Riascos, 19, as he walked away from the stolen car. However, two additional suspects had barricaded themselves inside the residence, refusing to surrender. Eagan officers obtained a search warrant, and SWAT personnel later discovered the two individuals hiding in the attic. Both were found in possession of keys to different stolen vehicles.

The suspects, now in custody at the Dakota County Jail, face multiple charges, including motor vehicle theft, fraud, and theft. The arrested individuals are:

  • 19-year-old Samuel Santiago Riascos

    • Felony Theft

    • Felony Financial Transaction Card Fraud

    • Felony Receiving Stolen Property

  • 22-year-old Tuhkeyo Brian Troop

    • Felony Theft

    • Felony Financial Transaction Card Fraud

    • Felony Receiving Stolen Property

    • Also held on a Wisconsin Department of Corrections Felony Warrant

  • 18-year-old Jordaun Moses Baymon

    • Felony Theft

    • Felony Financial Transaction Card Fraud

    • Felony Receiving Stolen Property

    • Also charged with Gross Misdemeanor Obstructing Legal Process

No injuries were reported during the operation, and while Eagan officers carried out the arrests, Shakopee and Lakeville law enforcement worked closely with investigators throughout the case. We also saw officers from the Burnville Police Department, Inver Grove Heights Police Department, and South Metro SWAT on scene to assist in this incident, along with the Eagan Fire Department.

Authorities have indicated that the investigation remains active as they continue to gather evidence and assess potential additional charges. Further updates will be provided as more information becomes available.
