Burnsville Man Faces Felony Drug Conspiracy Charges Following Methamphetamine Seizure

BURNSVILLE, MINNESOTA – A 26-year-old Burnsville man, Jorge Estrada, is facing serious felony drug charges following a law enforcement operation that resulted in the seizure of more than 20 pounds of methamphetamine.

According to a complaint filed in Dakota County District Court on Tuesday, February 18, 2025, Estrada has been charged with two felony counts: Conspiracy to Commit Controlled Substance Crime in the 1st Degree (Sale) and Conspiracy to Commit Controlled Substance Crime in the 1st Degree (Possession). The charges stem from an investigation involving local and federal law enforcement agencies that intercepted a package containing a significant quantity of methamphetamine, according to court records from the Dakota County Attorney’s Office.

Controlled Delivery Unravels Drug Operation

The incident occurred on February 13, 2025, when a detective with the Minneapolis Airport Police intercepted a package originating from California. The package was addressed to a Minneapolis residence and contained approximately 13 pounds of methamphetamine, a Schedule II controlled substance.

On February 14, undercover officers with the Minneapolis Police Department conducted a controlled delivery of the package, leaving it on the front stoop of the intended Minneapolis residence. Surveillance teams observed a female subject, retrieved the package, and transported it to an apartment complex on the 13000 block of Harriet Avenue South in Burnsville.

Upon arriving at the apartment complex, officers stopped the female subject before she could enter the underground parking garage. She consented to a search of her residence, stating that her boyfriend, Jorge Estrada, likely was and that he had allegedly instructed her to pick up the package. While she denied knowledge of its contents, text messages between her and Estrada allegedly suggested drug trafficking activity.

Further Investigation Leads to Additional Drug Seizures

While officers were conducting their investigation at the Burnsville apartment, they observed two men circling the parking lot in a vehicle. Officers stopped the vehicle and identified the driver as Jorge Estrada. Estrada allegedly admitted to living in the apartment with the female subject but denied knowledge of the package.

Later that day, Burnsville Police received a 911 call from the apartment complex’s property manager, who reported finding a suspected controlled substance inside a dryer in a shared laundry room. Officers responded and recovered an additional 10 pounds of methamphetamine, further implicating Estrada in the alleged drug operation.

Criminal History and Bail Conditions

Estrada, who has a prior first-degree drug conviction in Minnesota, was recently released from custody and remains on supervised release. Due to the nature of the charges and his criminal history, Estrada’s bail was set at $300,000 without conditions or $200,000 with conditions.

If convicted, Estrada could face a mandatory prison sentence with a maximum penalty of 40 years and fines ranging from $300,000 to $1,000,000. Estrada remains in custody, with the next court appearance set for April 23, 2025, at 1 PM in Hastings, Minnesota.
