Three Women Charged in Eagan Outlet Mall Theft Totaling Over $2,200

EAGAN, MINNESOTA—Three women have been charged with felony theft following a series of shoplifting incidents at the Eagan Outlet Mall earlier this month. The suspects, identified as Teresa Marie Morrow (34), Lashay Marie Martin (32), and Terrenika Darcel Swinney (28), allegedly stole more than $2,200 worth of merchandise from Old Navy and GAP over two separate days.

According to the criminal complaints filed by the Dakota County Attorney’s Office, the thefts occurred on January 8 and January 13, 2025. Surveillance footage revealed the suspects allegedly worked together to take merchandise from the stores.

  • January 8, 2025: The trio allegedly entered Old Navy, selected merchandise, and concealed items in bags they brought into the store. They left without paying, resulting in a loss of $676. Later that day, Swinney allegedly entered GAP alone and concealed items under her clothing before leaving without paying, stealing an additional $153.86 worth of merchandise.

  • January 13, 2025: The group returned to Old Navy, where they allegedly removed security tags from items and concealed merchandise in bags and under clothing. They left the store with an unpaid total of $547.38. They then targeted GAP, allegedly stealing $991.41 worth of merchandise in a similar manner.

The total value of stolen goods from the two days was $2,214.79. Loss prevention staff at the Eagan Outlet Mall reported the incidents to police, providing surveillance footage that allegedly identified the suspects.

On January 16, 2025, at around 5:18 p.m., Eagan police responded to a report of another theft in progress at the outlet mall involving three women that allegedly matched the suspects’ descriptions. Officers arrived on the scene, detained Morrow, Martin, and Swinney, and confirmed their identities. All three women were arrested and later charged.

Criminal Charges and Bail

Each defendant faces the following charges:

  • Felony Theft (Aggregated): Minnesota Statute 609.52.2(a)(1), with a maximum sentence of five years in prison and fines ranging from $3,000 to $10,000.

  • Swinney also faces an additional misdemeanor theft charge related to her individual actions on January 8.

Bail for each defendant was set at $5,000 without conditions or $1,000 with conditions, which include:

  • No contact with co-defendants.

  • Exclusion from the Eagan Outlet Mall.

  • Remaining within Minnesota unless approved by the court.

Court records appear to show all three women have posted bail.

Extensive Criminal Histories

Investigators noted the defendants’ extensive criminal backgrounds:

  • Teresa Marie Morrow: Has pending theft-related cases in Hennepin and Stearns Counties.

  • Lashay Marie Martin: Has 17 prior theft convictions ranging from misdemeanors to gross misdemeanors, along with two convictions for receiving stolen property and one for possession of a firearm with an altered serial number.

  • Terrenika Darcel Swinney: Has multiple pending theft-related cases, including a 2021 Dakota County incident in which she provided a false name to police and was caught shoplifting at Dick’s Sporting Goods in Burnsville. In that case, Swinney and an accomplice stole $120 worth of items.
