Additional Details Emerge Following Long Police Standoff in Eagan
EAGAN, MINNESOTA— Following the initial court appearances on February 4, 2025, for the three suspects arrested in the lengthy police operation on February 2, 2025, we have gathered some additional information on what occurred the morning of Sunday, February 2, 2025.
Investigation and Arrests
According to Eagan officials, the investigation began earlier that morning when Eagan officers responded to a vehicle theft from the 3500 block of Springwood Path at 8:43 a.m. Further investigations tied the suspects to financial transaction card fraud involving stolen credit cards from a suspect whose car was broken into in Shakopee, Minnesota. The suspects allegedly used stolen cards to make fraudulent purchases at a retail store in Eagan. Surveillance footage showed them entering the store together and attempting multiple transactions. One purchase of $545 was successfully completed, while a second transaction for $618 was declined. The footage further revealed the men loading the purchased items into the trunk of a stolen vehicle before leaving the store.
Upon recovery of the stolen vehicle, officers found receipts from the fraudulent purchases, along with multiple stolen credit cards belonging to victims. Additional credit cards were recovered from another stolen vehicle connected to the suspects. Items purchased at the retail store were later found in Riascos’ bedroom, alongside clothing that matched what he wore in the surveillance footage. Their efforts led them to 1228 Timbershore Lane, where they discovered another stolen vehicle parked outside the residence.
At approximately 11:09 a.m., officers arrested Samuel Santiago Riascos, 19, as he walked away from the stolen car. However, two additional suspects—Tuhkeyo Brian Troop, 22, and Jordaun Moses Baymon, 18—barricaded themselves inside the residence and refused to surrender.
After hours of attempts to negotiate, Eagan officers obtained a search warrant, leading to a SWAT team intervention. Upon entry, SWAT officers found both suspects hiding in the attic. A search of the residence uncovered keys to multiple stolen vehicles, further linking the suspects to the broader criminal operation, which early indications suggest could be tied to criminal activity in Lakeville, Minnesota, and Shakopee, Minnesota. We have reached out to both Lakeville and Shakopee Police Departments for more information on any tied incidents and will provide an update once we know more.
Charges and Court Proceedings
The suspects were taken to Dakota County Jail, where they were facing multiple felony charges, including motor vehicle theft, fraud, and financial transaction card fraud. Since their first appearances, all three individuals have officially been charged with felony financial transaction card fraud. The arrested individuals are:
Samuel Santiago Riascos, 19 – According to court documents, Riascos is currently on probation for bringing a loaded semi-automatic 9mm handgun to school. This is in connection to a story we did on January 6, 2024, which you can find here: Duo Arrested in Eagan Leading to Aggravated Robbery & Possession of a Firearm at a School Charges.

Bail and Court Conditions
Each defendant was assigned a bail amount of $10,000 without conditions or $5,000 with conditions, which include:
No contact with the victims or specific individuals.
Exclusion from the Eagan Target store, where fraudulent transactions occurred.
The requirement to remain law-abiding.
Mandatory court appearances.

Tuhkeyo Troop Additional Charges
Tuhkeyo Brian Troop, of Wauwatosa, Wisconsin, was taken into custody in Dakota County for absconding from supervision related to a felon-in-possession charge out of Milwaukee County. Troop had been sentenced to 18 months of probation and 35 hours of community service after pleading guilty to the charge on March 27, 2024. As part of his sentence, he was also required to submit written personal goals for various timeframes, ranging from six months to 10 years.
Following his arrest, the Wisconsin Department of Corrections requested that Troop be held without bail, stating their intent to extradite him back to Wisconsin. On February 4, 2025, Troop formally waived extradition and is set to return to Milwaukee County to face his probation violation charges.
In addition to the fugitive charge, Troop has pending legal matters in Hennepin County for possession of a firearm with an altered serial number. Further details on that case are still being gathered. He is scheduled to appear in court in Hastings, Minnesota, on February 14, 2025, for charges related to fleeing Wisconsin. Additionally, he is due back in court on April 17, 2025, for the financial transaction card fraud charges from the Eagan incident.
Troop remains in custody as officials coordinate his transfer back to Wisconsin.
